三级医院新发传染病防治与应急能力评价体系构建

Abstract: Objective To construct an evaluation system for the core capabilities in preventing and treating emerging infectious diseases and on-site emergency management capabilities of tertiary general hospitals, so as to improve the hospitals’ capabilities in preventing, treating and emergency handling of emerging infectious disease events. Methods From December 2024 to January 2025, the index system was established by means of literature analysis, Delphi expert consultation and analytic hierarchy process. The selection and weight of indexes were determined through two rounds of expert consultation with n=10. Results An evaluation system including 6 first-level indexes, 23 second-level indexes and 56 third-level indexes was constructed. The expert authority coefficient Cr was 0.89～0.91, the coordination coefficient W was 0.184 (P＜0.001), and all index coefficient of variation (CV) values were ＜0.1. Conclusion The evaluation system formed in this study provides a theoretical basis and operational guidelines for improving the ability of tertiary general hospitals to prevent and treat emerging infectious diseases, optimizing emergency management processes and enhancing emergency response efficiency, with strong applicability.
